It's strange: my node has buckets of inbound capacity and is connected to some large entities, yet boosts do sometimes fail. Hopefully things improve over time.

Witness data is stored in blocks. They're fysically located at the end so that pre-segwit nodes can ignore it, but otherwise they're really just part of the block. If a node prunes a block, then the witness data is gone. It's not possible to prune the UTXO set (without something like Utreexo). So in that sense they're quite different.

Episode 79: The Witness Discount
In this episode of Bitcoin, Explained, Aaron (@AaronvanW) and Sjors (@provoost) explain why the witness discount was included in the Segregated Witness protocol upgrade from 2017, why this discount is 75%, and why this discount still makes sense in today’s world where Inscriptions benefit from it. I don't care about NFT's. If someone want to make an irreversible NFT that's fine with me. I don't think it's possible and Ordinals / Inscriptions don't achieve this. There's no scarecity. You can't copy-paste my UTXO and have more money, but you easily copy my JPEG. The only scarecity is copyright, but the chain doesn't enforce that.

For the password manager, now that you have a keyboard, the user could just type the domain and it can display a (deterministic) password. Make it mnemonic like passwords that are quick to type. Bonus points for allowing user override passwords that are stored on the SD card.
